Let's not jump to too many conclusions too quickly. It may be that the probation is simply until a few facts are sorted out. It seems to me that the Dean's comments are not terribly threatening -- but the University has to consider its' own liability in every case.
If the probation holds and the chapter is found blameless (assuming the bomb wasn't built at the fraternity and that none of the other members knew what was going on), then I'll agree that the situation is unfair.
It's a little like everyone being a crime suspect until they are ruled out. I'm sure you've witnessed that before.
