Not if they hope to receive university support and funding.
I feel that if Greeks are truly representative of the school's "best of the best," then those best should follow the rules set forth by the school. And if this GLO (founded in Africa) has sought university recognition at a school where GLOs were banned (per the OP and the sororities operating in secret) and been denied, then perhaps the group should work as an interest group of that GLO and function under another name, and work on petitioning the admin to work together toward a common understanding to communicate the need for such a group.
