If you rush one year and either drop out or decline your bid, do your chances decrease if you rush in the next year?

I was wondering if a rushee is perceived as "damaged goods" if they are rushing and it is not their first time. (sorry to use the "damaged goods" term, but that is the only way that I can really describe it.)

Please help (I am talking strictly about NPC sorority Rush).
