ETA: I'm not surprised. It's just like folks taking student loan funds to pay for things other than books and tuition (cars, homes, clothes, purses, etc).

At least with student loans it is their own debt that they will have to repay. This is charity that they are squandering, while there are still many in need who have not received much help at all.
I would think that, at a minimum, social security numbers would be used to verify addresses.
