at GMU we will sometimes allow one or two guys from other fraternities--but rarely more than that. Often it is guys who pledged us, got dropped, and joined elsewhere or guys who are just very good friends with some of our brothers.
Mostly we have a pretty strict guest list.
As far as other relations are concerned--depends on the fraternity. There are like little 'cliques' within the IFC fraternities. ABC is generally alright and might throw a joint event with XYZ, but almost none of either group's members even speak to MNO.
