You've been given such good advice, I hesitate to add any - you could move ahead with all of the above easily.
One thing I would remind your Chapter - YOU did not do this! THEY must all work together, for the good of the Chapter!
So, whomever is put in charge, be she from your HQ or your Chapter, everyone must pull together.
Right now, you're in an understandable panic - but there's a rainbow through the rainstorm! You all need to find that part of yourselves that says that you can do this, and accomplish!
