On one hand, you have missing prisoners (including those that were in the local jail) and sex offenders who had it not been for Katrina, would be either still be on lock down or monitored. It would make sense to isolate known criminals from the general population as well as known sex offenders as well because there are children there and easy access to them as well.
But on the other hand, you don't want ALL evacuees feeling degraded, humiliated or targeted. Its a hard call because I can easily say that if the option is between me and my kids sleeping next to a known criminal/pedofile or a background check, I'll go for background check.
Now people giving the authorities their actual name is a whole 'nother story. Assuming that most people are probably without a form of personal ID, how can you verify who is who? I guess if they are in the system already, you could run prints or something....

Aren't mugshots & criminal recors on file in somebody's federal database? As for sex offenders - there are sex offenders sites that show pics of them and whether or not they registered. So why can't these pics/ mugshots go up and places be on the look out for these criminals? Who was in charge of the criminals anyway? What'd they do - when the water rose open up the cells and just let them go?
