Absolutely! They only see the small area around their home, and can't see just how serious it is. We can see on the news all of the reports of contaminated water and the danger of disease outbreak. We can see pictures from all over the city. They very possibly just don't understand the scope of it, even though they are right there. They only have to go on someone's word.
