I'll see your AB and C tiers and add you a few more. There is a D tier and there is also a "Teachers Pet" tier. I believe this applies to only a few chapters.
The D tier chapters have some how made enemies at IHQ. Usually status at this level doesn't last long because either 1) the chapter makes an effort to get involved with IHQ and makes enough friends to get out of the D tier, 2) the HQ memebers who the chapter had issue with leaves, or 3) the chapter gets closed.
Unfortunately IHQ also has their "Teachers Pet" chapters. I have made issue over this before, but these are the chapters that are above A tier. They have won numerous awards and donate to HQ at the highest levels. These are the chapters that HQ shows off to the rest of the Zetas. Unfortunately, as last year showed, these are usually the chapters with major problems that IHQ has chosen to overlook.
