First you should contact Headquarters and see what is required to re-open the chapter. Also, contact your campus Panhellenic/Greek Advisor and set up an appointment to discussing the situation. There may have been a sanction on the chapter or the chapter just died out after members graduated and did not continue to recruit.

After you get all the information from Headquarters and your Panhellenic/Greek Advisor then go and talk with your campus Panhellenic Council. I'm not sure if the council need to vote on your chapter re-opening or not.

Then if all goes well then you are really going to need to up the PR to get girls interested in Phi Sig again. Maybe e-mail alumnae to see if they would be interested in coming back to speak with girls about the chapter.
