I hear what you are saying.
When I was looking through pictures on various sites I saw police officers with shot guns and sticks yelling at people. One officer had a "looter" pressed up against a wall with the officers hand on the mans neck to hold him still.
Most of the "looters" I have seen were had diapers and water in their hands. Those things that are needed. In a way I can understand going to the shoe store especially if you lost your shoes. Some protection from glass and splinters is better than no protection.
