It's a shared responsibility of law enforcement, alcohol vendors, students and their families. A college administration is not in the business of chaperoning students and forcing beer out of their hands nor should they have to. Outside of providing programming for student life and health education or rehabilitation for students seeking counseling, the admin should not be held liable for the bars serving, for the police failing to police and for the families who don't equip their children with information about responsible alcohol management.
