Can someone explain why the number is so low? Is that 65% of the original number that signed up for recruitment (and does that include those that dropped on their own), or is it strictly those that weren't placed after pref?

I'm pretty sure that's based off of total number of women who signed up.
Honestly, it's not that low. A number of women will sign up for rush but -- for whatever reason -- not show up. Some women don't meet grade requirements (although I think this number is pretty low). Many, many women drop out of their own choice after getting cut from their favorites or realizing that sorority life isn't right for them.
The percentage placed from pref night is probably much higher.
