There are very very VERY few schools that have parity with sororities and fraternities. If they do, it is usually forced by the school in a misguided attempt to put a limit on the number of students involved in Greek life. There are almost always more fraternities because they don't have quotas and totals.
Tom, do you know what the rush numbers have been like for women? If they're consistently large it's time to add another sorority chapter, not take fraternities away. I don't understand why she wouldn't want to do that if her group is one of the ones that would be at the top of the list to come back.
