I think you might want to say "some chapters of these orgs."
Believe me, if all NPC & NIC groups and all the chapters in these groups were completely laissez-faire about getting things done none of them would exist. I don't deny there are some slackers whose raison d'etre is having more mixers than parties and anyone else, but they are the exception not the rule. I'm sure there are some BGLO/MCGLO/LGLO chapters that are like that too.
