Tom, I've long had the opinion that the ELC program be modified to add one or two additional, experienced ELC's whose sole purpose at the beginning of semesters is to assist zeta's that desparately need recruitment help (i.e. LX Zeta and USC Pueblo) - after "rush" week has ended, then their focus should shift to those chapters having operations issues (probation chapters, known risk management issues, etc...) - which leaves the other ELC's to do their due diligence and get face time with all chapters - I think that function is vital, but at the same time, there needs to be some extra help given to those chapters that need it - even if they don't want it. The ELC could figure out whether it's in the best interest of IHQ to keep those chapters open or not, and streamline the process of waiting until GA or LS to make decisions.

It would of course be an additional cost on IHQ operating budget, but I think it would be well worth the effort.
