They're saying that there may be an Iraqi connection.... meaning they have reason to suspect that someone of Iraqi descent may have given anthrax to Mohammed Atta in Prague. The report also said that this does not mean that the Iraqis in general are involved, but they do know that they produce anthrax in that country.
I suppose it's no longer an "isolated case"
