Page 45 of the Constitution and Statutory Code says:
Code Vl-15. Certificate of Transfer. An active member who transfers to a college or university other than the one at which he was initiated may affiliate with the Chapter/Colony located at such institution provided he presents a Certificate of Transfer from his initiating Chapter/Colony attesting to his good standing with his Chapter/Colony.
The individual's old Chapter needs to provide the necessary paperwork.
