Free speech Limitations in London

Five anti-war activists demonstrating against a ban on unauthorised protests near Parliament have been arrested.
A ban on protests within half-a-mile of Westminster which have not been cleared by police came into force.

Do you think that this sort of regulation of speech is necessary given the social climate? What should be the limitations of free speech? Obviously even in the States you can get into some serious trouble for shouting "fire" in a crowded theater etc.
