That depends a lot on the school. At my school, the rushees were almost uniformly freshmen and sophomores, and anyone older than a sophomore would have a difficult time getting a bid. I can only think of a couple of examples were a junior got a bid (KSigRC may be able to correct me on that).
It's really a matter of him looking around and finding out whether his school was like mine, or whether it's like others mentioned here where juniors have more of a chance.
