There was some talk about that down here in WV. In Huntington, a little girl was killed by a pit bull a few months ago. There is a muzzle law in effect, but no one bothers with it. I really don't support banning breeds, because any breed can and will attack. I like muzzle laws--for all dogs out in public--but they wouldn't ge enforced.
