It might be easier to start a colony for an existing national fraternity.
Most of them have webpages and 800 numbers where you can reach people who are in charge of chapter expansion. The National Interfraternity Council does also. The benefit to you is that established organizations know how to colonize and have chapter consultants and other kinds of help already in place. They have a lot of experience in starting new chapters. They may also have an alumni base in your area to help out.
I agree with Artimis. The first thing they will probably ask is if your university administration is agreeable to Greek colonization or expansion. You should check on that first. If you decide to go this route, I would strongly suggest that you contact and consider several fraternities and affiliate with the one you feel most comfortable with.
The Delta Tau Delta webpage is
www.delts.org. Most other group URL's will probably be very much like that, except with their fraternity name or nickname.
