That's a tough call. One of the jobs I had during law school, I had emailed right after the posting was made. I was the first the attorney got, he called me and I came down for an interview later that day and got the job. So if the listing SAYS email is an option, I would do it via email. I wouldn't ever send it via email unless it specifically states to though. But you should be good.
