Baltimore, MD- Charm City
I believe this was coined by the mayor, later Governor and current comptroller William Donald Schaeffer around the time Baltimore's inner harbor opened and increased tourism because he believed Baltimore to be charming! It is often referred to as a great big small town in terms of its pace and character.
On a side note- the sisterly affection of Phly's moniker always creeps me out. I mean "City of Brotherly Love and Sisterly Affection" just has a connotation to me that is not good.
