It was my understanding that a national sorority is always able to scout campuses for possible colonization if they are interested in expanding. Then if the campus is open to the idea the national is able to look at locals to affiliate or try and recruit a colony of new girls. At Kent State we had two local sororities until 1990, when Tri-Sigma colonized. For first party that year, all rushees went to tri-sig along with the other chapters, but after that tri-sig did not take part in rush....it was more a chance for them to see and be seen. After rush was over, they had their own recruitment, and in an attempt to build numbers they extended bids to all the girls who did not receive bids in NPC rush. It took time, but they seem to have a pretty strong chapter now. There was another local on campus, Phi Gamma Pi, who was visited by a couple of nationals looking to colonize. I know Alpha Gamma Delta, which lost its charter in 1978, was interested in coming back to Kent State, but it didn't come to be because they didn't want to have to take all the Phi Gams, just the ones they wanted. Phi Gam was actually trying to become an NPC chapter themselves, as in starting Phi Gamma Pi colonies on other campuses, but that didn't happen either. I don't think they are around anymore.
