i believe it - because of things like malaria. we have the power and ability to make and distribute new drugs for tropical diseases but we don't. people from coutries that are most afflicted with tropical diseases aren't footing the drug company bills. middle/upper class people are, which is why we've got TONS of drug research focused on cancer.
