As they aren't a chapter of the national Pi Kappa Phi, they're local. I know, weird and complicated . Apparently there was a suit brought by one or the other years back, and the chapter won the right to keep their letters. The two orgs share nothing in common except for the letters, and they go by Country Club more than Pi Kappa Phi. I'm not sure about their founding date, but here's their website. Pi Kappa Phi- Country Club Fraternity, Otterbein College

Edit: Country Club was founded November 28, 1908, National Pi Kappa Phi was founded...Dec 10 1904, so that trumps the idea that the local was founded first...however, Club's founding date might be the day they were founded with Greek Letters, not the fraternity itself. I don't know.
