I think Leo's "role" in that episode is to show how intelligent, sensitive, professional, hard working people can be so angry in the light of this tragedy that they simply can not see straight.
I am not condoning his actions/words AT ALL but I find that middle aged to older men are completely beside themselves over this attack. These are the men who fought in the 40's and 50's and later for our freedom and this group is trying to destroy it.
I have found that older men are reacting to this worse than any other demographic I have come across.
Again, I am not condoning his actions at all but I think he was trying to show how sometimes in the heat of extreme anger and extremely being frightened, you lose sight of rational thought.
The more I think about it, the episode was so amazing. And, it was written, rehearsed and aired in about a week (so I read.) simply unheard of in today's television.
