If you hate your job, why are you sticking around? Also, who cares if your employer finds out? Your employer will either offer you an incentive to stay or they will send you on your way, or they won't do anything at all.
Are you worried that your current employer will give you a bad reference? I don't know what the labour laws are like in your state, but I though employers couldn't give bad references. They were not allowed to say anything negative. They can choose to remain silent, but can't actually say anything negative. A lot of companies in Toronto now have policies that say they cannot give references. They can only varify employment.
Also, don't worry about not knowing that particular area of law. Why weed yourself out? If you're not qualified, they will do that for you. There is no harm in trying, because you just never know.
Just submit your resume and see what happens, there is no harm in trying. I definitely think you are being parnoid for no reason.
