while I think his comments were biased/racist, I can see how, looking at statistical data, he could assume that blacks, with a higher percentage of poor than whites (though numerically there are more poor whites) would in his mind be more likely to take on jobs that immigrants are taking.
However- if Fox really believes his country's "high commitment to human rights" he would apologize for turning an immgrant issue into a race issue and work with the United States to help decrease/eliminate illegal immigration across the US/Mexican border by helping to improve labor conditions in his own damn country first before helping the US improve labor conditions.
