Here in California, we've had term limits for various offices, including mayors in San Diego and Los Angeles, the state Assembly and Senate.
What worries me is that black political communities are often caught in a bind, because proper successors had not been groomed. It seemed, in some cases, that if you were a black elected official you had a job for life.
I think that's why some may not want term limits in Congress -- long-serving officials like John Conyers, William Clay (from Missouri) and Maxine Waters, who have constituencies and influence, would be forced out of office.
