I know it sounds horrible, but that's really not too bad. It's not worth a $7000 fine. I have a friend who got a ticket for doing 50 over the limit and the fine was only $105.
To really deserve a $7,000 fine you need to be doing 100 over the limit, in a construction zone, against the flow of traffic, with no insurance, drunk, with a gun and crack pipe on your lap.
