Makes sense to me -- but that Harm guy is a lawyer. Give him a loophole and he'll sail an aircraft carrier through it.
Others might drive a tank...well, never mind.
Maybe Harm and Mac will show up where ever it is in Europe and all of Harm's former "partners" and "RIOs" -- at least one of whom mentioned having sex with him against a hotel room wall in one of the episodes -- and the Admirals daughter, who was obviously interested will end up there as well.
That could be more dangerous than a low level photo recon flight.
