my interpretation

My interpretation of the question was related to "requiring" or "making" certain groups hold or attend events. For example, requiring ONLY new members to hold a fundraiser (i.e. like having a booth to sell nachos in a dormatory lobby) is considered hazing because of requiring the NMs attend or hold the event and NOT making it required for other members. Singling out NMs, treating them differently from the other members, can be a "red flag" in determining hazing.

My interpretation of the question was, for example, asking if it is okay to plan an event, or plan to endorse a campus event, and say that all freshman must be present, or must help, etc. Using the classes (fresh, soph, jr, sr) as ways to designate who helps, participates, attends, etc. can cause problems of TOO much class unity and not enough chapter unity. Since most NM classes are made up of the same school class (usually fresh.), then always or mostly using school class to create sub-groups can cause "pledge class" (I know... old school term) unity that may not be desirable.

Therefore, mixing things up, and creating subgroups, can help the chapter grow stronger in sisterhood, by creating the opportunity for members to meet each other and work with each other.

I don't think the original question was for using an assignment method for everything, like roommate selections, or "targeted" events such as a senior appreciation event .... just for those assignments where needed, such as assigning members to recruitment event committees.
