I agree with Carnation......
I think maybe they are doing this to tell the PNMs that black is what is usually worn, but any color is acceptable. Black dress is not required, but everyone thinks of black for more formal attire. It's always easier to remember a PNM who 'stands out' in her bright red dress or whatever, as opposed to those many women wearing black. Neither is necessarily a help or a hindrance......
