I'm not sure how much teeth the NIC's "Open Expansion" policy has with respect to private institutions. Perhaps the NIC has yet to test this standard.
And since Elon is a private college, the NIC Standards may not apply.
In any case, congratulations to Sigma Phi Epsilon. I'm sure they will be an excellent addition.
