 Very good question, and I  wish I  had a  full and reasonable answer.   About all I'm aware of is that apparently Emory's Interfraternity and Panhellenic Councils are intensely interested right now in cleaning up and raising the image of Greeks there.  They may feel it's not exactly the right time to add another fraternity chapter if there's a lot of work to be done with Greek life as it currently exists.
