Molest - no, that'd be sexual assault ... as for sex, well...
The courts have very "loose" definitions of what constitutes authority - and the courts would almost always decide against said 45 year old (male or female). If past cases are any indication, the courts would decide that a 45 year would hold a "de-facto" position of authority simply because of age, and legal charges of sexual assault or sexual exploitation would be pressed.
The ironic part of these laws is how many on the right scream about them corrupting the morals of the youth... when in fact it was the Tories who enacted them under pressure from the more "conservative" Christian sects - along with a law that has since been repealed stating that a 14 year could get married with parental permission or she/he was expecting (and some still do after issuing legal challenges to prove their emotional maturity).
I keep having a mental image of the Simpsons-esque screams "won't somebody think of the children" that usually accompy the protests... by protestors who seem to operate under the assumption that 14 years aren't mature enough to think about sex, much less have it.
