Dear Sorors, The members of the Congressional Black Caucus have introduced comprehensive hurricane relief legislation in the U.S. House of Representatives. H.R. 4197, the “Hurricane Katrina Recovery, Reclamation, Restoration, Reconstruction, and Reunion Act of 2005,” omnibus legislation that will effectively address the great number of issues faced by victims of Hurricane Katrina, including: The establishment of a victim restoration fund; Environmental protection for all Katrina victims; Health issues, including the rebuilding of hospitals, an elimination of health care disparities between racial and ethnic minority Americans and others, and the continuation of health insurance; The protection of the voting rights of Hurricane Katrina victims; The expansion of small business opportunities to residents of the Gulf States prior to Hurricane Katrina, as well as the rescission of orders by the Administration to waive the Davis-Bacon Act and affirmative action requirements for federal contracting in the damaged areas; The waiving of certain regulations in banking, as well as the new bankrupt reform law to provide additional protection from foreclosure and repossession. Finally, H.R. 4197 expresses the sense of Congress that the President should, within the next 6 months, present a plan to Congress and the public to address and eradicate poverty in the United States over the next 10 years.
