Interesting Ebay item

I saw this pin on Ebay. I've never seen anything like this...is it an early version of our service pin? Is it an APO pin at all?

Does anyone know anything about this pin?

Well, the National History and Archives committee members that I have talked to don't recognize it at all. I'm currently bidding on it (and losing, gotta raise my bid when I get home)
