US cellphone taxes pay for Spanish-American War

I'd be in favor of doubling the tax on anyone who uses a cell phone in a restaurant, and quadrupling for those who scream into their phones in a restaurant.
And an even higher tax for anyone speaking espanol on a cell phone. |
