Judge rules that mooning is distasteful, but not illegal

The case involves a man who exposed his butt during an argument with a neighbor. The judge says: "If exposure of half of the buttock constituted indecent exposure, any woman wearing a thong at the beach at Ocean City would be guilty."

If my neighbor mooned me while we were arguing I'd probably laugh and then the fight would be over. How can you continue to fight after being mooned?
