Can actives write letters of recs or only alum?

Quick answer:
Some sororities allow it, some do not. But even if it is allowed you cannot write a rec for someone who is rushing at your chapter. |
It depends on the policy of the national organization. Each NPC group is different. For Alpha Xi Delta, any initiated member (active or alumna) may write a recommendation.

I believe it depends on the sorority. I would think in most cases that an active from another chapter could write a rec, but it might not be given the same weight as an alum rec.

in zta, if a collegian writes a recommedation for someone, an alumna must co-sign the recommendation

For ADPi recs, either an alumna or a collegian in good standing may write one-- however, a collegian cannot submit a rec for a PNM who will be rushing at her chapter.

As has been said, depends on the group. The person writing the rec should know what the rules are for her group.
