DALLAS, Texas - The national director of programs for the Boy Scouts of America has been charged with receiving and distributing child pornography, the U.S. Attorney's office here told NBC News on Tuesday.

Douglas S. Smith Jr. was charged with one felony count of having photos that show "minors engaging in sexually explicit conduct."

Sources in the U.S. Attorney's office told NBC that Smith was expected to plead guilty.

The images were of young boys and the investigation started in Germany, the sources added.

In a statement Tuesday, the Boy Scouts of America said it had no indication of prior criminal activity.

.....A spokesman for the United States attorney's office, Kathy Colvin, said Mr. Smith was charged in a single count under "Operator Predator" in an information, a government charge that is used instead of an indictment when a defendant is expected to plead guilty. "We anticipate he will plead guilty tomorrow," she said. The charge carries a penalty of between 5 and 20 years in prison plus a lifetime of supervision.

In 2002, Mr. Smith announced an Internet training program called Youth Protection Guidelines for Adult Leaders and Parents.

So, let me get this straight. This guy is a perv who keeps pics of little boys in his stash, but refuses to believe his organization should allow grown men who have consenting sex with other grown men for moral reasons? Who's the intolerant one in this situation?

I'm not putting down the BSA as an org, but I'm bothered by this. That's not the way you shape the minds of young men. He can't be the only one who has this problem. Look at the Church as an example.:(

What is interesting is that the Scout Executive knows that the average pedophile/child abuser is a middle aged white male with very strong religious beliefs. That's who they always catch whenever this comes up. They even hired a consulting firm to gather statistics on the matter, and that is what the consulting firm told them.

Yet what do their policies encourage? Middle aged white men with strong religious beliefs as leaders. (Honestly, moms are much better scoutmasters and other leaders in my opinion.)

Female Strippers make the best scout masters actually . . . it encourages attendance.
