I read an interview with Tweet one time in some magazine, and she said the song was really about an experience when she discovered that she was really was beautiful, because she had issues with her skin color and how she looked in general. Its more an expression of her rise of self-esteem.

However, I'm sure folks put their own spin on it. It does sound rather...shady.

Both these songs received major airplay on R&B stations during the summer of 1996 - the "She-Bop"s of the 90s, perhaps?

ETA: TLC on their debut album "On The TLC Tip" also had a song called "Shock The Monkey"

OK. I guess I was too naive to think a lot of these songs were about masturbation. I know "I touch myself" is really obvious, but "Dancing with myself" and "Turning Japanese"? I guess it makes sense now that I think about it.
