Does Cornell exagerate hazing?

The Cornell campus health center website contains this:

"Hazing can be physically, mentally and/or emotionally harmful for students who are hazed or those who haze them. One in three Cornell undergraduates experiences some form of hazing within student groups. These practices_often involve coerced consumption of alcohol, sometimes to the point of life-threatening alcohol poisoning. Gannett provides leadership in the University's efforts to eliminate hazing. Later this semester (Fall '04), you will be able to visit a new website, entitled "hazing.cornell.edu" to:

* learn about hazing at Cornell
* report incidents of hazing
* explore alternative group-building activities
* find out what you can do to prevent hazing.

In the meantime,_for more_information about hazing at Cornell, contact the Dean of Students Office at 255-6839."

Can any Cornell Greek Chatter confirm that this (one in three is hazed?) is true or false?

While I'm not in Cornell, one of my friends is an AOPi there and she says that the Greek Council there is so strict that they aren't even allowed to do pledge names because the school considers it to be hazing. Another one of my guy friends who's also in Cornell but not in a fraternity said that he doesn't know about the fraternities there, but the sororities there all definitely don't haze.
