Campuses without total?
 
Hi,
I was just wondering how things work on campuses without total/ceiling. One of my friends was telling me this weekend about the campus she works on - everyone just does fall formal recruitment and if they match quota on their bid list, they're not allowed to recruit for the rest of the year. So even if they don't pledge everyone on their bid list, or they have a lot of seniors graduating, they can't rush after the fall. It seems that this would be problematic, especially for smaller chapters because even if they have half the members of the largest chapter, if they take quota during fall formal, they can't rush anymore. And if a chapter has a huge graduating class, they're basically screwed. Am I missing something? Does this system actually work?

Haha, that's what I figured. It certainly doesn't seem like an effective way to do things but I'm curious if anyone can justify it.

My college did not have quota, but we were also the only npc with two locals. (one which is trying to go national, one which is staunchly local) We, however, have pretty much free for all rush and the idea of quota/total, was pretty quickly rejected. There was talk of putting it at like 50, which will take us all a while to get to, but that would at least encourage us to expand eventually.
