No, it's an actual news story. Here it is from the AP wire:

There's nothing fishy about the tale of Dory -- the hero fish. The red Beta fish is the mascot of a third grade class at Trinity Lone Oak Lutheran School in Eagan, Minnesota. The teacher (Linda Krienke) says a fire broke out on her desk last weekend. It not only set off the school's alarm, but it was also hot enough to cause Dory's fish bowl to explode. The water doused the flames and firefighters found only glowing embers on the desk. One of the firemen discovered Dory flopping around on the floor -- and called for a glass of water. Dory survived and now the kids are writing stories about how their hero fish saved the school.

Generally due to the fact (or rumor?) two males in a tank will try to kill each other, drawing blood etc (obvioulsy same isn't true of mixed/one on it's own). Are they the same fish?
Yes.
