Wait, so in some cities there is absolutely zero chance for some people to help themselves? Bwuh? Explain this - what shackles are preventing people from taking an unskilled, blue-collar position?

This is nonsense - can they do more than they are doing, or can't they? C'mon, don't pass on logic here - Job Training and Placement? Seriously? It's society's job to train people to have a job?
Also, you honestly believe there are an overwhelming number of situations where people are incapable of getting a job without training? I can't imagine what training would be required for food service, retail or etc. This doesn't really hold water for me, can you explain what I'm missing?

No one is disputing that people are in need - the problems expressed so far have to do with those who abuse the system. Which do you think is the larger group: the people incapable of helping themselves, or the people who simply refuse to?
