Numbers game question

Ok so my school is ALMOST in this situation.. it will probably turn out not to happen BUT... IF interest in greek life at your university grows so much that you get triple the women going through than you have ever come through before... and that makes QUOTA enough women to put EVERY chapter on campus over TOTAL by like 8 women or so, what happens ? In that situation are chapters allowed to go over total if they get the numbers through formal/bidmatching ? Do women go bidless ? can Panhel decide to raise total right then or what ? This has never really been a concern at my school before since no chapter has been at total in like 10 years... but one chapter did it last year.. (they've now lost a few to put them just under) and the other two chapters are not too far behind.
ok for example... say right now each chapter is going in with around 40 people to recruitment next week.. (well some less.. but let's pretend) Last year quota was 18, in this situation, if a chapter took quota they would be over quota by like 13 people.

A chapter is allowed to take quota during formal recruitment even if that puts them over total. If the chapters at your school consistently stay over total, your Panhellenic may need to look at raising total and/or bringing in a new group.

that's what I thought =) Personally I think right now raising total would be a better idea than adding a new org. We just lost Tri Sigma three years ago and there isn't enough bidless girls to fill a new chapter... just make the ones already there over total =) Thanks for clrearing that up !!
